Humanitarian crisis

The state of Manipur is in utter chaos due to the two month old economic blockade imposed by Naga group.  United Naga Council (UNC) has blocked NH-2 (Imphal-Dimapur) and NH-37 (Imphal-Jiribam), which serve as lifelines for landlocked Manipur, for 56 days now. The blockade was imposed against the state government's proposed move to create new districts of Jiribam and Sadar Hills. UNC is up in arms against the creation of two new districts - Sadar Hills district carved out of Senapati and Jiribam in Imphal East. They allege the new districts encroach on ancestral land of the Nagas.

State government refused to budge and has gone ahead with the move to create the new districts. Further Manipur govt arrested members of UNC which aggrieved the Naga group. The two month old economic blockade has deeply angered the people of valley.  They have launched counter blockade and has cut off all road leading to hill districts of Manipur. Many Naga families living in Imphal are stranded and not able to move out. Naga group is refusing to lift blockade till their demands which include release of arrested UNC leaders and stopping the creation of new districts are met. On the other hand Manipur government first want blockade to be lifted before any talks can be done. With both side refusing to budge from their respective position, the centre will have to intervene at some point. MoS Home Kiren Rijiju recently visited state and called for an end to the blockade. Centre is also rushing in additional paramilitary forces to try re-opening the blocked highways. Urgent steps should be initiated by all parties including centre, state government and Naga group before situation turns really bad. Also this is not for the first time that Manipur is witnessing such kind of economic blockade. It is a great humanitarian crisis where common people suffers a lot.

Need for modern conservation practices

Dear Editor

I greatly appreciate the decision of the West Bengal State Government in expanding the rhino habitat beyond the Jaldapara and Gorumara sanctuaries to other adjoining suitable habitats in North Bengal. This is a monumental decision with respect to successful conservation effort having long term future implications. Every natural habitat has its own carrying capacity and overcrowding of a specific habitat with an extremely precious and endangered species like the majestic one-horned Indian rhinoceros is nothing but a suicide from a modern wildlife conservation view point. Any natural catastrophe like an earthquake or a devastating wild fire or cataclysmic flood or an infectious disease can wipe out existing sub-populations of an endangered species in a crowded habitat and hence spreading of different sub-populations to adjoining or distant suitable habitats is essential for the stability of the genetics as well as health and ecology of key stone species. I sincerely believe that other states in India will also follow this major and progressive decision made by the West Bengal Government in successfully protecting rare species of wildlife.

The grave mistake of the Assam government in north-east India in concentrating a substantial rhino population at the Kajiranga or by the Gujarat government in maintaining huge population of rare Indian lions at the Gir sanctuary in western India; for simple political reasons in unjustified and completely unscientific. Any major catastrophe or disease outbreak can completely wipe out such rare species and threaten their virtual existence in the future unless suitable an alternative habitats are identified, prepared and overcrowding in current single habitats are reduced. The high concentration of the rare species also makes it easy for highly organized poaching units and wildlife traffickers to kill or capture their targets easily and make their successful management by the forestry staff challenging. With this decision of expanding habitat, the West Bengal as the first model state in successful implication modern conservation biology practices.

The River Murderers

Dear editor,

For a two weeks break, I came to stay with my family who resides near the pitiful scrapheap Chandanagar River. I was seriously disgusted by the sight of the river and I wondered if the people of Chandanagar were inspired by the Delhiites who "killed" the Yamuna river.

It was not surprising when I got to know that my family like everybody else living nearby the river threw their garbage directly into the river.

When I asked "why?" they replied, "everybody does it", an answer that any typical person living near the Chandanagar River would have given.

So, I decided to go and find out the garbage pickup or any sort of proper trash collection in Chandanagar area (I don't count that pile of trash lying near the Chandanagar market as a "proper" trash collection) but unfortunately I couldn't find any. Isn't it an obligatory function of the municipal corporation to provide for proper garbage pickup?

I'm sure they must be busy somewhere! Anyways, my question to my beloved people of Chandanagar is- Are you too lazy to demand for a garbage pickup? Or do you find it extremely difficult to walk a few blocks in search of a dust bin or a garbage dump? With all my heart I can say that this letter won't make a single difference but I just wanted to make the good old citizens aware that your Chandanagar River is tardily dying.

Cashless economy

Dear Editor,

This is regarding cashless economy in Arunachal Pradesh.

It will be very tough to make a state like Arunachal Pradesh a cashless economy because some people are well educated while others are thumb users still now. We live in a state where some rural / village people don't even know how to use a mobile phone and how to operate the ATM cards.

The SIM se PAY service was launched by Arunachal Pradesh State Co-operative Apex Bank to provide mobile banking facilities through SMS without internet. But mobile users have no knowledge about transactions through mobile services because most of the account holders are not educated. Out of 13 lacs population, only 1.75 lacs have their bank accounts in apex bank.

Turning an economy where the almost all of the transactions in the villages and in rural areas of Arunachal Pradesh are done by cash, it would be an uphill task to go cashless.

In this way, the main problems of cashless economy in Arunachal Pradesh are:-

1. Poverty: People are unable to buy smart phones or Laptops. Having smart phone or laptop is the 1st step towards online transaction.

2. Illiterate or Insufficient knowledge of English internet. Many people posses' smart phones or laptop but they don't know how to operate it as English is required.

3. Many people don't know about the modern banking and others online services.

4. Internet speeds is very poor in Arunachal Pradesh and most of the villages and rural places have no network and internet facilities.

5. In rural areas, 70% people do not have bank account. If they do have, they don't know how to use the debit and credit cards.

6. People are insecure about online transaction.

To be a cashless economy state, the first step is to enhance living standards. The second is opening bank account through Jan Dan Yojana. Unless people start opening bank account, cashless economy is not possible. Providing electronic swapping machines to small shopkeepers along with training to operate it. The state Government should provide phone connectivity in every village and increasing the internet facilities.

If a cashless economy is properly implemented, then the associations, unions of Arunachal Pradesh will not be able to run anymore because its main source is cash donation.

If the state government does not take necessary step, Arunachal Pradesh will not be able to transform into a cashless economy till the next 20-25 decades.
